Summary, model-written

Opened in 1988 as Cedar Knoll Galleria and officially opened in 1989, the mall struggled to retain tenants and became a dead mall. Starting in 2005 it was renamed Kyova Mall and underwent redevelopment, gaining traffic until anchor losses (Sears, Elder-Beerman) and the COVID-19 pandemic forced closure. In July 2021 it was sold to Jason Camp, Glockner Family, and Boyd County, who launched a redevelopment plan renaming the site Camp Landing Entertainment District; as of 2023 it operates with casino, amusement, cinema, Rural King and restaurant tenants.

Why. Anchor tenant losses and the COVID-19 pandemic are cited in the record as causes of the mall’s decline and closure; no other factors such as competition, debt, or demolition are mentioned.

Where it stands. The mall is currently operating as Camp Landing Entertainment District under joint ownership of Jason Camp, Glockner Family, and Boyd County following the 2021 sale.

For a planner

  • Precedent: 2005 redevelopment renamed Kyova Mall and later 2021 sale to a public‑private partnership (Boyd County) for entertainment‑retail reuse.
  • Policy tools: public owner involvement, sale to local entities, and a declared redevelopment plan.
  • Open questions: long‑term viability of casino and amusement anchors, potential need for updated zoning or incentives, and how to balance retail vs. entertainment mix.

For a developer

  • Site size: 530,000 sq ft GLA.
  • Control: joint owners Jason Camp, Glockner Family, and Boyd County.
  • Entitlement stage: redevelopment plan announced 2021, strategy listed as "redevelop" with new uses entertainment and retail; site is currently operating.
  • Constraints: flood risk, transit access, and environmental factors are not described in the record.
  • Market signals: tract‑level demographic or spending data are not provided in the record.

What we do not know yet

  • Floodplain, transit proximity, and environmental constraints are unknown (not in record).
  • Detailed financials, debt load, and lease terms for current anchors are missing.
  • Exact current occupancy/vacancy rates and tenant mix beyond the listed anchors are unspecified.
  • The record’s fields such as year_retrofit, developer, after_notes, status, strategy, and new_use are model‑extracted and marked as unverified (verified: draft).
  • Future phases of the Camp Landing Entertainment District plan and any required public approvals are not described.

Background

Camp Landing Entertainment District is an enclosed shopping mall located outside the city of Ashland, Kentucky, United States, in Cannonsburg. Opened in 1988 as Cedar Knoll Galleria, the mall struggled to keep tenants for several years, eventually becoming a dead mall. Starting in 2005, the mall was renamed Kyova Mall and redevelopment began on the property. Customer traffic had increased, until further store closings, including two anchor tenants, Sears and Elder-Beerman, and the COVID-19 pandemic forced the mall to close. On July 16, 2021, it was announced that the mall was sold by Eggleston Associates to Jason Camp, Glockner Family, and Boyd County and that a major redevelopment plan would start immediately, renaming the area to Camp Landing Entertainment District. As of 2023, current anchors include the Sandy's Racing & Gaming casino, indoor amusement center Malibu Jack's, The Cinema at Camp Landing, and Rural King, with other major tenants including restaurants Smokin' J's, Backyard Pizza, Tap That Sports, and Burger King.
