Data releases
A dated snapshot of every published file on each publish, so a citation to release 2026.10.20 keeps pointing at the same bytes. Each release folder holds atlas.sqlite, every CSV, GeoJSON, KML, the schema, a manifest.json with sha256 and row counts, and a diff.json listing site ids added, removed and changed since the previous release. The latest files also stay at the usual /data/ paths. Access in the academic phase: the CSV and SQLite files (here and under /data/) answer only with the access cookie the editor issues; GeoJSON, KML, the schema, every manifest and diff, and the per-record JSON and Markdown are public. That is the "her data stays hers" rule until the licence is signed. Machine index: index.json, latest.json.

Parquet is not produced yet (pyarrow is not installed on the build machine); the SQLite file loads in DuckDB and pandas directly. Retention: releases are kept; a pruning rule (for example monthly after 90 days) will be announced in the changelog before it applies.
