Summary, model-written
The site (Illinois Brick Company's yard 22) is already built as a park, per 'new_use: ["park"]' and 'status: built'. 'opp_reasons' explicitly state 'retrofit already built', confirming no active redevelopment opportunity remains. The site is located in Blue Island, IL, adjacent to Chicago. Context shows two nearby former malls (Dixie Square Mall, Evergreen Plaza) within 10km, but neither is directly relevant to this site's current status. Housing market data (ZHVI/ZORI) shows rising values in Cook County, but this is not tied to the site. Traffic data (Western Ave, principal arterial) is provided but not linked to the park's use. No further details on park management or public access are in the record.
Why. Record explicitly states retrofit is complete and status is 'built'—no new development possible. Context and market data are contextual only, not actionable for this site.
Where it stands. No opportunity exists; site is operational as a park. Unknown if park is publicly accessible or managed by Meadows Golf Club (per 'after_notes'). No new development potential.
For a planner
- Site is already repurposed; no need for planning intervention. Nearby mall closures may inform broader regional trends but not this site.
For a developer
- No active project; retrofit completed. Market data (rising ZHVI) is county-level, not site-specific.
What we do not know yet
- Park's operational status (e.g., public access, management) unknown. No details on how 'Meadows Golf Club' relates to the park.

Background
Blue Island is a city in Cook County, Illinois, United States, 16 miles (26 km) south of Chicago's Loop. Blue Island is adjacent to the city of Chicago and shares its northern boundary with that city's Morgan Park neighborhood. The population was 22,558 at the 2020 United States census. Blue Island was established in the 1830s as a way station for settlers traveling on the Vincennes Trace, and the settlement prospered because it was conveniently situated a day's journey outside of Chicago. In 1884, Alfred T. Andreas observed, "The location of Blue Island Village is a beautiful one.
